They're holding because they have to.

Miami is making that old cliche about gadget plays look true - namely that they're running them because they don't feel they're good enough to beat Wisky straight-up.

They haven't been outplaying wisconsin IMO.

It's that every time Wisconsin seems to get in position to do something, they go all Cleveland Browns on us and fuck it up.
