Win10 driver issue - USB

I guess I hadn't needed to read a USB card in a while, because I updated to Win10 pretty early and I'm assuming the problem has been there the whole time. If I connect a USB device to my laptop, I can't see it. When I go to the device manager, I have 2 issues under Other Devices, both called Base System Device.

PCI Bus 7, device 0, function 0: Error 28 (drivers not installed)
PCI Bus 7, device 0, function 3: Error 28 (drivers not installed)

I have an Intel 5 series/3400 series chipset



Any ideas?

Did you upgrade from 7 or 8/8.1? This problem existed under 8 and there was a hotfix for it.
