Robo and Hartline are obviously the top duo, but who will be the first in on 3 WR sets is up in the air. I would love to see Small live up to his expectations (better than Teddy), but I think his time in the basement of the dog house gave others a chance to leapfrog him. I'm going to say Taurian Washington, based on what I've seen of his route running and speed. He could turn a lot of heads this season. Sanzenbacher is a close 2nd. I've left out a couple of players who I don't think will play this year. If there is someone you think should be included, let me know and I will add them.
