Weis scores the biggest portion of the blame, though not for the reasons explicitly stated in your article, which does an excellent job of debunking the "Ty Willingham stole all my players" excuse.
The real reason was specifically stated by Ware during his commentary in the game today at Ross-Ade. Weis deserves blame because he leant on the Senior and Junior talent Ty actually left in South Bend, playing only those most developed players. Even in blow-outs Weis did not blood his younger roster spot holders. Irish fans grouse that the rest of college football should give Weis a free pass this year because the current team is so light on starters or proven players. Guess what Irish, that is exactly due to Weis not giving anything but token attention to player development.
Weis can play with bright shiny toys, he simply does not know how to polish up a promising prospect to meet their full potential. Coach, he is not.
Who else deserves blame -
Well, I would say any assistant that cannot and will not stand up to the girth challenged ex-Offensive Coordinator deserves blame. They should be demanding a change right now, hell they should have demanded it before. Latina (Offensive line coach) gets the bulk of any remaining blame, largely because he was foolish enough to try and get these unblooded players (plus Young and Carlson) to learn each and every position possible on the O-line this year. (In other words buying into Weis' strategy of doing it exactly like the NFL, which works with a base available, which works with experienced talent available. It does not work when you are in a rebuilding year, made more difficult by your head honchos' unwillingness to develop said talent.
