Good defenses certainly help QB's, especially if that QB is good.
Sure - and vice versa.
"Best" is subjective (which is what makes this question fun). But I see it as this: if you're building a team around a quarterback, and you get any Buckeye quarterback in history, magically turned into who he was in college, who do you pick? I like to think that the rest of the team can be chosen separately, after the quarterback is chosen. So, while you can say that some other factor helped make a specific quarterback look better or worse than he actually was, in my opinion, it doesn't make the quarterback actually better.
So, we can all agree that 2002 defense was outstanding. But I'm not choosing to build an offense around Craig Krenzel. And that's nothing against him - he led Ohio State in my favorite season of all time. I'm choosing one of the guys who scored way more points.

Yeah, well, I never said a D makes a QB "better" and I'm still going with the QB that beats TTUN. People here seem to take issue with that, and it's kind of funny.
