I put it on coaches who can’t teach well enough to get a QB to the point they can make that call.

Wasn’t that long ago “get us out of bad plays” was high on the list of QB job requirements

My big problem with it is it doesn’t prepare college QBs for the NFL. I’ve hated it since Sam Bradford ran it at Oklahoma.
