It's not good in Indiana, Kentucky, or WV. That doesn't mean they all go to Ohio State. One school (that's not even that good) having that kind of dominance makes no sense.

If those states produced the talent that VA or MD does, you'd see it.

PSU is the best of the close schools, unless they go south. Makes lots of sense to me. As much as we all hate PSU (and their delusional fanbase), they have a lot to offer academically and a cool game day atmosphere too.
