Urbs didn't fail to report. The police, Title X office and AD all were alerted and per policy, once the police are involved, Urban wasn't allowed to interfere. What Urbs was suspended for was his handling of a troubled employee. He should have known enough about his issues at the office to let him go sooner. Period.
On a side note, I'd love to hear the real story some day from Urban...but my guess is that he's too high integrity of a guy to ever throw others under the bus even after he leaves OSU.

Urban Meyer, the highly successful coach who won three national championships and sparked controversy and criticism this season for his handling of domestic violence allegations against a now-fired assistant, will retire after the Rose Bowl, the university announced on Tuesday. Co-offensive coordinator Ryan Day is expected to be named the program’s 25th head coach.
Ohio State didn’t immediately say why Meyer was stepping down after seven years at Ohio State, but the 54-year-old coach has previously cited health concerns. He has what is called an arachnoid cyst in his brain that causes severe headaches. Meyer had shown obvious effects of being in pain on the sideline this season. He also was heavily criticized for what some saw as overly lax treatment of now-fired assistant coach Zach Smith, who was accused by his ex-wife of domestic abuse.

Was Courtney a nut job? Doesn't matter. You follow the protocol and let the authorities determine the facts on the matter. The history on Smith was there in 2009 and while he was working at OSU. Meyer, as stated in his own testimony folliwng Smith's firing, tried to solve the problem in house both in Florida and at Ohio State.
How is that any different than Paterno or Briles, both of whom worked to protect the program and the school first?

Well the first distinction is people went to jail for what Pedterno and Briles covered up, whereas nothing has even gone to trial, much less been proven, when it comes to jail-able offenses with Zach Smith. But I can TOTALLY see how they are comparable if you ignore that "small" fact. Not.
