I wonder how they determine if a person is ugly... what about people who one person thinks is ugly, but another doesn't?

Maybe they had a panel of judges that had criminals line up to see if they were ugly...

When the police department whose jurisdiction the incident occurred in says no crime took place and that it was an accident.

You can be charged with a crime for killing someone when it is an accident, but I don't think normal hunting accidents are usually deemed to rise to the level of criminal negligence.
