If Harbaugh were to mysteriously disapear off the face of the Earth right now, the coach that would be hired would have a massively talented group to work with that only 4-5 other teams could match/beat in terms of raw talent.

Sure, Michigan has the highest overall score, due solely to the fact that they have nine more recruits than Penn State and eleven more recruits than Ohio State. But using the more important metric - average ranking per recruit - Michigan is a distant third, almost two points per recruit behind Ohio State and Penn State. As soon as the the 2019 class is fully signed, and NFL declarations are made, I will update THIS CHART comparing the talent on each team's roster. Needless to say, Ohio State will still be miles ahead of Michigan in the talent department, especially if the Buckeyes land Justin Fields as a transfer. Here's a little preview of the top 20:
