The refs are absolutely inconsistent in how they enforce the rule book.
They allow some very physical contact and play to go and then call fouls that barely register. And when the Refs make a show of their calls by getting into the players' personal space and/or making a show of the call, it makes it worse.
There are some very good refs out there. Those are usually the ones you don't hear about and don't make themselves the center of attention during the game.
And usually those refs don't have animated .gifs made of them:
