Yes. If the Big Ten refs explained to the broadcast crew that Marvin Harrison didn't yet have control of the ball on the overturned catch In the first half, then Stover most certainly didn't have control of it until he stood up. I mean, Stover's initial catch was much less secure than Harrison's. Be consistent with your own application of control.
