You will need something that can convert the .vob files to whatever format works with the PDA. I use VideoRedo. I also have Premier Elements 2 which also can import vobs, but the sizable vob files can really put a load on your RAM and processor. Using a NLE like PE2 can lend itself to audio sync problems as well. You can also try VirtualDub-MPEG2. VD-MPEG2 is free open source software, but it will only render the video as avi which will create very large file(s).
One issue you will face is that there are often several vob files that make up the game. VideoRedo can join files and of course a NLE does this is as well. DVDShrink or DVD Decrypter can also accomplish this (I've used one or the other in the past...can't remember). You should be able to find either with a search on the web. Both are freeware, although DVD Decrypter is probably a bit harder to find since the MPAA won a lawsuit that pulled DVDXCopy off of the shelves. Each of these two were the main components of that retail software.
You may want to try videohelp.com, doom9.net or afterdawn.com for useful tutorials and freeware. As with any freeware be careful of any bundled spyware / crapware. All the versions of the apps that I mentioned did not contain any such malware.
I bought my son an iPod for Christmas and loaded The Game on it. If I remember correctly, I used VideoRedo to convert the vobs to mpeg, joined each and then used some free software to convert to mp4, which is one of file formats that the iPod accepts.
