Findlay paper has an article about the game. Here's the explanation for why the Glass Bowl wasn't selected.

"Different (high school) athletic associations have different rules," McCallister said. "The Ohio High School Athletic Association sanctioned the event, but the Michigan High School Athletic Association did not. The NCAA says you can't play in a Division I stadium unless both teams are sanctioned by their high school athletic associations. We have it, but they don't, so NCAA compliance says you can't play at UT."
