Which Coach will issue the first replay Challenge?
If there are no Challenges, the bet will be abandoned. A replay initiated by the replay officials does not constitute a challenge. Winning the challenge doesn't matter, but the play must be reveiwed. (So, if Cowher throws his flag but the play is unreveiwable due to the paly being blown dead, that is not a challenge... essentially the challenge must be charged to the team to count.)
