Didn't you ever sneak alcohol out of your parent's cabinets or fridge? Granted it's usually at a teenage but it's not hard. Add in the possibility that these kids might come from less than normal households or even flat out alcoholic households and it ups the chances. Just a guess. There is no information in the article as to the housing situations, the economic situations, nothing that gives any context to the lives of these minors.
