I always assumed it was purely a matter of arm strength. From the little I've seen of him, he throws a nice looking ball, as long as you ignore where it actually ends up. Some of the best looking incomplete passes you will see. Some people probably figured he's got the arm, and could eventually be taught to direct the ball toward the general vicinity of one of his own team's receivers.That was a freebie.
