Yes it does. Your IP address is determined by your ISP(Internet Service Provider). So say if you have Yahoo DSL, and switch to say AOL, then your IP will change. Now there is ways to change your actual IP but i don't know how to do that. And i hear it is very difficult to do.

There is software that can disguise your IP that I have, but aren't using. Look out BP if I go apeshit
