Not at all... you just aren't a Rumor Miller yet. Go to UserCP (top menu), and then Group Memberships (left menu). You can sign up for the Rumor Mill there. :)

Is this a "I want to declare and work out for the scouts to see what I should work on" type declaration or is it a "I'm going pro for real" declaration?

If you have already applied and still don't have access, then please PM one of the admins. The delay may be due to an oversight on our part, caused by our extremely heavy workloads. Or just plain laziness. Whatever.

How long does it typically take? It seems like someone needs to approve something, and that it's not just the case that I can sign up and immediately have access.

Or we may have denied your access. This, also, is best handled by means of a PM.
