Problem connecting to host on XBOX 360

Alright can someone answer this for me?

My cousin just got XBOX live. He's on my friends list but everytime I try or he tries to accept a game invite on COD4 from each other it say "Error unable to connect to host" But if I join a party with other friends and they invite him in it works any ideas?

You cannot connect with your cousin directly unless you both live in West Virginia or Alabama.

Duh.
