Wisky/Penn State are fucked unless tOSU loses. In that case, Penn State could possibly lose to Wisky, but win the other two games and go to the CCG, allowing Wisky to snag an at large with only 2 conference losses.

If Wiscy wins out, they'll almost certainly be in a BCS bowl, one way or another.
If tOSU and Wiscy both win out, Wiscy would lose the division tiebreaker to tOSU, whether it's a 3-way tie or a 2-way tie. If Penn State's only loss in their last 3 games is to Wiscy, Penn State goes to the CCG. Either way, Wiscy would be 10-2, not in the CCG, and a highly desirable choice as a BCS at-large team. If Wiscy makes it to the CCG, with the help of a tOSU loss and 2 PSU losses (including the 1 to Wiscy), and loses the CCG, they'd still be 10-3 and most likely still in the top-14.
