I completely understand why it wasn't called. His hands are inside on Mauti the whole time. That being said......Mauti tried to turn and couldn't because at that point he was being pulled back into a legal block.I've seen a lot more not get called but who is for consistency (like say Billy Price's block on Elliott's 1st big run against Wisconsin in 2014).
Fragel legitimately engaged him and kept moving his feet. That will rarely get called as a hold anymore. Refs are lenient on the blockers if they maintain contact.
