It seems like PSU should have more running plays for Clark, especially since their running game has been weak for the most part. He showed some good mobility on that last run.

There's no yardage walkoff on grounding in college. Same placement as a sack. But it stops the clock.

That's what I thought, but the refs definitely said 5 yard penalty after the play. I confess I wasn't devoting my entire attention to the game, so it's possible I missed something there, but Yahoo's play-by-play has the penalty in there, too.

I finally watched this game today. The play in question ended with Juice grounding the ball with 13 seconds left in the first half. The ref made use of a new rule for 2009 regarding unfair clock practices, but he didn't explain it, only calling grounding, and saying "That'll include a 5-yard penalty, and the game clock will start."

When an illegal pass is made to conserve time at the end of a half, he can enforce a 5-yard penalty on top of the call, and have the play clock start at the ready-for play.

Unfair Clock Tactics
ARTICLE 3. The referee shall order the game clock or play
clock started or stopped whenever either team conserves or
consumes playing time by tactics obviously unfair. This
includes starting the game clock on the snap if the foul is by
the team ahead in the score. The game clock will start on the
ready-for-play signal after Team A throws an illegal forward
or backward pass to conserve time (Rule 3-3-2-e-15) (A.R.
3-4-3-I-V). ​

So intentional grounding is a spot foul in college. But if it's done at the end of a half, the 5 yards can be added at the ref's discretion for illegal clock practices.

Now Tate Forcier's convenient out-of-bounds fumble on the sidelines in the last 30 seconds of the TSUN-Sparty game comes to mind, but the ref would have to believe that he fumbled intentionally. Even so, it's a better situation for TSUN that getting tackled in bounds when you're out of timeouts with about 20 seconds left.

After seeing what the ref said I went to the rulebook to see if there were any changes for intentional grounding, since it's been a spot foul in college for a long time; and found that the 5 yards had to fall under the new 'unfair clock tactics'.
