Why does he keep publicly talking about their budget? But also if you have ''reserve funds" you are not operating at the deficit you say you are

yes, it’s a bit misleading the way it’s presented.

normally, budget is just a fixed baseline. it’s used only for planning purposes for fixed spending and investment (buildings, salaries, equipment, etc.).

it doesn’t take into account additional “unplanned” income cash flow (income and expenses).
