Sounds like this one won't be played at night this year because the Big Ten is implementing a new rule prohibiting night games in November, according to ESPN, reporting from Jay Paterno's twitter:

I'm guessing Penn State head coach Joe Paterno has no idea how to Twitter, but his son does, and Nittany Lions quarterbacks coach Jay Paterno might have broken a bit of news today.
According to JaPa's Twitter site, the Big Ten has a "new rule" that prohibits night games in November, which means the league's marquee game for this season, Ohio State at Penn State, will be played during daylight hours on Nov. 7.
Jay Paterno also tweets that Penn State's Big Ten opener against Iowa on Sept. 26 will kick off at 8 p.m. ET, and the Lions' trip to Northwestern on Oct. 31 will start at 4:30 p.m. ET.
The post about the game times has since been removed, so I'm not sure if it's incorrect or what.
I'm still waiting on confirmation about any rule change -- one Big Ten athletic director wasn't aware of one but didn't rule it out. The Big Ten has been more resistant to night games than most conferences, and the weather is a bigger factor in November.
There was only one Big Ten night game last fall, as Iowa and Minnesota played Nov. 22 in the Metrodome, where the weather obviously isn't a factor. Ohio State and Penn State played a night game Oct. 25 at Ohio Stadium.
