Not sure that's correct. As soon as Houston set foot in a class at OSU, he became bound by the same transfer rules as all other players. Unless he had a hardship waiver, Houston shouldn't have been eligible to play as a true freshman at another 1-A school in 2013.

As long as he did not participate on the team, he would not need to sit out.
