The thermal effect on the disc is to hide binary code, which leads the curious to a website that furthers the whole 1984-government out of control theme. There's a long write-up on Wikipedia about it, complete with links.
Solid album, a nice departure, and entirely experimental I feel. I read he described it as a soundtrack for a movie that hasn't been written or filmed, and I can understand that.
He clearly put a lot into this one, and it's interesting to see where his music has gone without pain and rage. Like most others, I still think the anger of PHM and Broken mark some of his best work -- but happy go-lucky mountain bike enthusiast Reznor is still putting out some pretty compelling and original stuff, i think.

I have read that they now may do a movie for this record.
Also, this is only part 1 of the story. Part 2 should hit the shelves next year. Reznor has also announced a remix album will be coming out soon.
