New York Lottery Says No Dice

Re: "Chris Hamrick, a spokesman for the Cancer Treatment Centers of America that runs the Philadelphia hospital, said officials there were looking into how they could help."

You would think that the hospital could have worked out some deal like: giving the hospital the lottery ticket in exchange for the treatment. The hospital would get $50,000 a year for the next 20 years guaranteed.

he could probably get 200K from a settlement company

I work in finance, and I usually have no sympathy for people who are their own worst enemy, but settlement capital has to be the most slimy corner of the financial world. These guys will discount cashflows at ungodly rates and make the person think they are getting a great deal. Then again, a fool and their money.....

I know - but something is still rotten here. The 200k you posit is quite possible, but for a 20 year 50k stream that is an IRR of 25%. In the example of lottery winnings, these guys are bascially investing in govt backed cash flows at 25%. If a lender ever made a loan like that to a borrower there would be 100 action groups all over them in two seconds, never mind the govt watchdogs. But sett cap gets away w this all the time. Something doesnt seem right.
