NCAA officially ratifies one-time transfer rule

On Wednesday, the NCAA Division I Board of Directors ratified the new one-time transfer rule. In addition to officially implementing the new transfer policy, the NCAA also revealed some parameters for athletes looking to move to a new program and play immediately.

NCAA Division I athletes in all sports can now transfer one time and be immediately eligible at their new school. However, there is a timeline for any athletes who want to play for their new program in the 2021-22 season.

“A student-athlete must provide their current school with a written request to enter the NCAA Transfer Portal by July 1, 2021 (all sports) to use the one-time exception,” the NCAA said in its One-Time Transfer FAQ section.

Players will only qualify for the one-time transfer rule if they meet certain requirements. Those include transferring from a four-year institution to a Division I school, being academically eligible when leaving their old school, not having previously transferred from a four-year school already, and certifying in writing that there was no tampering from their new school. That last requirement is interesting because the athlete’s new head coach must also certify that there was no tampering involved in the transfer process.

Earlier this year, West Virginia athletic director Shane Lyons and other administrators expressed concern that replacing departures with additional signee spots will “repeat history.” They believe that coaches will exploit the change by pushing out players to create an additional spot for more talented athletes—a reason for the cap on replacements.

However, in the compromise proposal, schools can replace only players who leave for the transfer portal on their own. Schools would not be able to gain additional spots for players dismissed from a team, pushed out by coaches or those who leave early for the NFL draft.

In a policy proposed by the AFCA, similar to the compromise plan, only those players who enter the transfer portal after the first day of the February signing period can be replaced. Schools would have to replace them by the time camp starts. They would not carry over to the next class.

Just sayin': I believe that there is a falicy here. I'm sure that there some palyers who enter the transfer portial because of a strong suggestion from the coach in lieu of on their own, etc.

I saw an odd play twice this weekend. For Toledo at Notre Dame with 40 seconds left, and for Buffalo at Nebraska with 2:50 left, they each had a receiver line up slightly, but clearly, across the line of scrimmage late in the game. The receivers didn’t move until the ball was hiked. The refs called the play dead, called the penalty of ‘encroachment’, similar to a false start, and marked off a 5-yard penalty. Although the Seamus McGillicutty crew at ND took quite a while to straighten it out, and realize that it was a non-play and the clock should be reset to 40 seconds, since the ball was thrown up the sideline after the snap. They eventually got it right, such encroachment is a dead-ball foul in the rule book.

I just don’t see the reasoning for making offensive encroachment a dead-ball foul when it’s just where a guy lines up. Why not just let the play go and let the defense have the option of taking the penalty or not? The same way as when a defender lines up offside. The defense could lose out on a turnover or a huge loss when it was a mistake by the offense that didn’t put anybody at injury risk, like when they blow it dead when a defender is way offside and could get a free shot at the QB.

A temporary waiver allowing college football programs to sign more than 25 players in a recruiting class as a means of replacing outgoing transfers could be passed next month. The proposal, which allows programs to sign up to seven additional players in a class to replace up to seven transfers, sets the stage for a permanent rule change that would make life easier for coaches. The measure won't come up for discussion until the Oct 5-6 meeting of the NCAA Council, chair Shane Lyons told CBS Sports' Dennis Dodd.
