In terms of the usefulness of the high short kick, the person making the fair catch can still mishandle it and turn the ball over.
I realize it directly impacts what Ohio State has done on kickoff over the past several years and I still don’t really give a damn about this rule.
Then a receiving team that wants to return kicks (say they have a Ted Ginn clone) doesn't get the chance because the kicking team says "Fuck it, we say take the touchback". Now you have kicking team in complete control of the kickoff situation. I do agree that the on-side kickoff option should not be eliminated, but that's most likely because I feel that almost all kickoffs should run back if the ball isn't knelt in the end zone (save for pooch kicks around the 30-35 yard line where it's advantageous to the receiving team).Eliminating kicks altogether would eliminate the on side kick off. I suppose I could imagine a rule where a team is afforded the option of giving the ball to the opponent at the opponent's 25 or attempting an on side kick.

I mean, it's not much of a surprise to anyone at the end of a game that the team is going to try such a kick, so lining up to attempt one rather than giving the other team the ball at the 25 won't really ruin any "element of surprise." Still, the end of games isn't the only time a team has done an on side kick, and on those occasions, the element of surprise would be totally gone and that part of the game, also effectively eliminated.

Don't be silly. Dangerous activities are rendered safe if you're carrying a ball. Well... unless you just caught the ball... then it's still dangerous.
