NCAA sanctions; How do they work?

I do not understand how the NCAA decides what programs deserve sanctions. Like in the (alleged) case with Reggie Bush, many media types are saying if it is true then USC could recieve sanctions for his transgressions. I was always under the impression that someone employed for the university had to know of the infraction and not take any corrective action for the NCAA to sanction the school. I bring this up because living in Alabama I have to hear all the time about how the NCAA is biased toward Alabama, Auburn, SEC, the South, etc. because they recieved sanctions in football and other teams do not. How does the NCAA determine who to sanction, and how can I explain to Southerners why they recieved sanctions? Any thoughts would be appreciated!:oh::io:
 
Just have them read any of the below cases. If they want to know why the SEC gets busted the most, just explain to them that it is a function of (1) the SEC cheating more and (2) the SEC being more active in uncovering dirt on other programs.

The case with Reggie Bush and USC I still do not understand. If Bush accepted improper benefits from an agent and the university had nothing to do with it, why is the media saying that USC could recieve sanctions from NCAA? It doesnt seem fair to the school to me if they did not know and had nothing to do with it? Also thanks for the links on the SEC recruiting violations, I didnt realize just how often this had occured through the years.:osu:

I'm guessing the best answer to this scenario is when they start yapping, punch them in the tooth.
