Goodell doesn't make the changes. The Rules Committee - consisting of coaches, general managers and owners - make them. Goodell's job is to enforce them.

I would believe that he is very involved in these changes and works with the committee hand in hand. It is Goodell that is going on different shows, such as, CBS Morning stating the case behind considered changes, such as, eliminating kickoffs. In the end does he make them, no, you are correct in that regard. He is the face of the league and just as Stern seemingly gets credit for the growth of the NBA during his tenure, Goodell will be associated with the success or failure of the league based on changes during his tenure.

The NFL is now demanding $16.6 million from M.I.A. in the ongoing case surrounding her brief middle-finger gesture during the 2012 Super Bowl halftime show, according to The Hollywood Reporter. This follows the NFL's two-year attempt at getting $1.5 million dollars from her—claiming that M.I.A.'s "offensive" finger happened "in flagrant disregard for the values that form the cornerstone of the NFL brand and the Super Bowl." According to the NFL, M.I.A. breached a pre-show agreement to maintain the NFL's "reputation for wholesomeness".
