A South African court has blocked the government from buying 11 million Chinese condoms, saying they are too small, a newspaper reported Friday.

Are the S. Africans bragging or complaining? inquiring minds want to know.

I think the main problem was that they ordered a month's supply...and the Chinese only sent them 11 million condoms.
