I've got the same problem with my front lawn at home. The thatch is choking off the grass and now the lawn is getting overgrown with weeds.

Would it be better to rake the thatch this late in the year, or wait until next spring?

With the ryes and fescues, I'd get the thatch out now and interseed with some fresh seed. Try to get it up before it gets cold, you'll probably lose some to winter kill but you can shoot some more out in the spring. Depending on the weed problem, it might be a better plan to get the weeds out this fall and winter. Then dethatch and interseed in the spring. If weed pressure is pretty bad, I'd probably go with no. 2.
