Is it true that tuition must be paid before picking up student tickets?

This is what I was told by the guy I'm going to buy tickets from if he's legit. He sent me a picture with 2 tickets and the 2 BuckID's and said his girlfriend was going to pick up her ticket tomorrow. He claimed the delay was due to tuition having to be paid before tickets could be picked up. Anyone know if this is true?

Tuition must be paid to pick up season tickets. Preseason option games can be picked up before tuition is paid.

He might not have known about the preseason thing though.
