Uh, as usual, you're wrong. Per Rivals:
2005: USC #1 (OU #3) USC also had 7 fewer commits than OU
2004: USC #1 (OU #9) USC had 3 more commits, but a far higher star average
2003: USC #3 (OU #4)
USC also has the highest current star-average, so once they get their full compliment of recruits they will be in the top three easily, and very possibly #1 for the third year in a row...I'd say that's reloading.
Plus, we saw how well those OU classes panned out (35-7 ass-beating by Kansas State, 55-19 ass-raping by USC, season collapse this year), while those USC classes have proved their worth (37-1 over last three years).
You're way off the mark comparing USC and Oklahoma.
