I give up. This board is too hard to understand.
When you post a reply there is a section on the bottom called "additional options" (just under the submit reply / preview post buttons). Under there you can click to "manage attachments". This will allow you to browse your computer for the image you want to upload. There is a limit to the size of the picture... I think it's 60k but not positive at the moment. Just select the pic you want and hit the upload button.

That's one of my favorite pics Oh8ch! 
I use Photoshop to make a picture smaller but that's a pretty expensive program that not everone can have access to. If you have any photo editing software try opening it in that and then saving the image at a lower quality. Maybe someone else can recomend a program within windows... I'm not sure what can do it.
I'll see if I can find one but maybe someone else has the answer.
