HDTV - seeing double on SD?

I don't have an HD signal hooked up yet for my HDTV.

When I watch SDTV, there seem to be double/triple lines. This is most apparent when watching a cartoon.

Outside the black outline of a cartoon character is a white semi-transparent line (directly alongside the black)... along with a more transparent inversion of the black outline of the character (this one is set an inch or so to the right).

Is this normal?

I don't notice anything with my 360, with my only HD input. Side question, does the 360 upconvert dvds (not the hd dvd player)?

As Engadget has it for XBox 360 ...

VGA:
  • HD DVD - 1080p resolution and all others
  • DVD - Upscaled as high as 1080p resolution and all others
  • Games - 720p games upscaled to 1080p, also supports native-1080p games in the future
Component:
  • HD DVD - 1080i resolution maximum, limited by AACS
  • DVD - Upscaled to 480p maximum, limited by CSS
  • Games - 720p games upscaled to 1080p, also supports native-1080p games in the future
So, not upscaled on games.
