This is the current million dollar question. And unfortunately I can only offer speculation based off what little thy have released, what others are saying, and the recent overhaul they gave to the Halo Waypoint App.
Some think that the new ranking system will work on a number system similar to what we saw in Halo 3. It is debated on if this would be 1-50 or a 1-100 system. I personally see a 1-100 system coming because this is what is running on Halo Waypoint. Take me for example. I played and still play Halo 3 but more Reach now. I play a lot of ranked game types. I was a 50 in various playlists and on several different accounts in Halo 3. You got that by winning, and only winning. Even if you were carried, if your team won you got a bump.
In Reach, which is broken down into seasons, you are "Ranked" by being placed within a division, then being placed in a percentage within that division. You play for five different days and are required to play and finish at lest four games each of the five days, then once ranked, you continue to play in order to improve your standings. The possible division are Iron -which is the lowest, Bronze, Silver, Gold, and Onyx -which is the highest. A top 95% standing within ,say, Gold division means that you are barely out of Silver and into gold whereas a top 5% means you are nearly into the bottom of Onyx. instead of a 1 - 50 rank you are given a value based off everything you did within the game. Like you observed in the video, all kills, assist, deaths, etc... Come together and form a personal score. In reach this is normally between 1000(where you start) and 2000(which is basically impossible) This ranking system has positives and negatives when compared to Halo 3. It takes into account several things. Still most importantly; did you when? Who did you win against? How did you personally preform? And are you consistently winning? Recently they bumped the part of the equation that accounts for winning or losing. A move that points me to believing they are heading back to a more Halo 3 approach. But........
While Reach was still the main game of play they released an updated ranking system the runs on a basic numbering system. 1 - 100, with 1 being so suck soo bad you have trouble looking around a need to pause 10 section over a weapon before you figure how to pick it up. And 100 beng you are in a truly elite category. This system only looks at a few basic things: did you win, your kills vs your deaths, and assists, and interestingly betrayals. This is what I think and hope to find working in Halo 4.
But....
Very recent rumors and speculation is starting to swirl on MLG forums that we will see a ranking system similar to Reach -with division,%,etc... I don't yet by that though. Too much bad feedback for 343i to not resurrect a similar Halo 3 style IMO.

More directly to your original question. The values he was earning during gameplay are at least going into the basic progression of his character. As in, the better he does the more in game points he accumulates, the faster he reaches the next step in rank experience (recruit, Sargent, general, Halo Master :) etc.. By doing this you will be able to buy and adjust your character faster and have more available to you I assume. Therefore you will not only want to win as a team but be thinking of playing well individually also.
