uh, no they don't. The league administrator can set it up as he sees fit - the last two seasons I've been in Yahoo leagues (BP II and BP III) with one starting QB. Again, I'll deal with situation now, I'm just voicing my opinion about the setup.
I set up the league with 2 starting qb's and is the same set up that I have done with the other leagues that I have been commissioner of. In my experience, most players like the 2 qbs because it leads to more points and more exciting matchups. And yes, with 12 teams in the league with every team needing 3 qbs because of bye weeks, then 4 teams would have backup qbs as of now. So in reality that affects 8 total games played as everyone has 2 starting qbs that will only be sitting during their bye weeks. But do you really expect all 32 qbs to go through the year not getting injured? There will be opportunities to get starting qbs off the waiver wire this season guaranteed.
As for the league setup in general, I gave everyone a month to look at the league setup and suggest changes before the draft. In fact, I changed all suggestions because this league was supposed to be about what 12 Buckeye fans wanted in a fantasy league, not just what I wanted. But I would have to say at this point, the setup shouldn't be changed as people (those that showed up for the live draft) drafted players according to the current setup.
