Yep, and you can't legislate the danger out of the game.
The league's offenses want to play in the dangerous areas of the field because that's where the competitive leverage is, and they don't want to accept the risk that comes with that.
It seems like the game has shifted from defenses saying, "If you go over the middle, be prepared to pay the consequences" to offenses saying, "We're going over the middle and we dare you to try and stop us without getting an extra fifteen yards and a substantial fine tacked on."
