It means people could give you BP "points" if they so decided. I've already seen people do it for exceptional posts, for fun, to settle casual bets, etc.

I intend to change the language to something a bit more clear, I think "donate" is confusing against the drives we do, and I want it obvious that it has nothing whatsoever to do with real money.

It's on the list.
