Cop kills girls while not paying attention while driving...files for worker's comp

It is not that black and white. The question would be is getting coffee and a donut the type of thing that a reasonable person would expect an employee with the sort of freedom a deliveryman with a vehicle would do?
I had changed the situation to match what the cop in the title of this thread would do. Getting coffee and sucking down donuts. If the average cop does anything above and beyond that toward protecting or serving the public, it's usually because he received instructions otherwise. Technically he does not have the freedom to go to the donut shop. In truth though, who's gonna stop him? who would dare to even joke about it to him?

This cop in particular was out of control in so many ways because he was above the law. Not because he thought he was above the law, but because he really was above the law as far as misdemeanors go. Pretty much the same reason cops spend hours each day at the donut shop. Whose going to say anything about speeding to a cop, whose going to say anything about texting while driving to a cop. No reasonable person would expect someone to drive 126 mph either. If anything less than a dismemberment had happened in this incident, he'd be out patrolling again within a month.

...there are thousands of innocent people in jail...

Thus, it's [censored]ed up.

The fact the someone can get paid, totally without regard to his/her actions, is [censored]ed up. I don't give a [censored] what worker's comp was initially designed for, or what business or politicians think is right, the fact that someone, whose negligence resulted in the deaths of two innocent people, can get paid simply because he paid into the collective pot, is totally [censored]ed.

Well, then you need to work on taking over the government of a Caribbean Island where you can be "Mili-Doc - President for Life!" Then you can draft your own set of laws - call it the "That's [censored]ed Up Code" and promulgate a set of rules that work for your country and the legitimate competing interests within it.

Other than that, we'll have to go with the elected legislatures and laws they pass.

BTW who the [censored] defines what's fair?

Last time I checked, the laws are passed by state and federal governments. They say [censored] like you can drink scotch at home till your liver gives out, but you cannot light up a joint. You can kill a deer October 16th but go to jail if you kill one on October 15th. You can hump a girl younger than you on one day and it is cool, but if you screw her a day earlier it is rape. You can file a lawsuit for the death of your daughters and it is valid, but you file it one day late and they get nothing - even though they are still dead and the cop still drove like he was in NASCAR. Ya know......laws and [censored].

Was it fair for this [censored]ing garbage to kill those girls?
No. Which is why they have criminal laws. And why we have civil laws that say they can sue the [censored] out of the cop and the department. None of those have a damn thing to do with comp laws. Just like the law says a piece of [censored] wife beater ex-con murderer still gets to recover for his injuries caused by your running the red light and hitting him - even if he is a piece of [censored] wife beater ex-con murderer. The two have nothing to do with each other...just like here. Comp is comp. Negligence tort law is its own thing, and they do not have anything to do with each other.
