I am almost certain Script is across the pond. Counties in England are sometimes referred to as States (so far as I can tell by Google) and I think this is why the reference to James Bond films, which seems to me in an American Context isn't much of a hint at all.

Thus, I'm going to guess Lancashire, England. Home of the Beatles.

If that is the basis for the State reference it is in error. Google is thus exposed as not always correct. I'll give you County, Duchy, Boroughs or Shires - but, and I state this without fear of any error, they have never been known as States.

We call the land divisions in Germany states... though over there they really call them "Staat" and not "State"... does that count?

Don't believe so.
Germany has been the shooting location for some Bond movies. Notably in Hamburg, Berlin (of course) and Chemnitz (which is Saxony).
So, though I cannot claim this clue (per the rules) what about Nuremberg?
