I knew a guy when I was doing the radar stations in Alaska that used to collect old cigarette butts that still had some meat to them from ashtrays in the common areas, surgically remove the unsmoked tobacco and roll himself a cig from that. It wasn't like the guy was poor either, he was just cheap. He washed his hair with hand soap too. He'd wear his shoes until he could no longer keep them together with duct tape.
