I've always liked them
My very good friend is coming into the states for two weeks in November after having served a year and 3 months in Iraq. I feel it's my civic duty to show him a good time and how much we appreciate his service. I have 25,000 to take him and 2 of my other friends somewhere to party and live it. Where should I do it? Vegas, Cabo, Rosarita, LA?

If you want to do it up big (and expensive);

1) the #1 party spot in the world is Ibiza (Spain):

2) another wild spot is Hedonism II in Negril, Jamaica:

just Google for images of "Hedonism II"

3) there's always the French Quarter (Bourbon Street) in New Orleans

Vegas is your best bet!
You can do anything you want there.
Lots of great hotels! $$$$
Including expensive hookers (if that's what you feel is appropriate.)
Lots of shows, gambling, food. Women to chase.
Fun 24-7.

Not sure where your friend has been serving in The Iraq but keep in mind that he may have trouble being around crowds at first. Make sure you go someplace where he will have the easy option of a quiet, safe place to chill out in once in awhile. My young Army friend came home to America on leave and whenever we left the house, for a car ride or walk, he would get nervous and snappy. He apologized all the time but it didn't change the fact that his reaction to wide open spaces was to be on "guard" all the time.

If you are planning a trip for 4, Ibiza probably will be a bit too far to go. With plane tickets and hotels and the frightful prices of things you might find yourself having to cheap it more than you want but it is a great place, or so I hear. (Haven't been able to go!)

In the states, probably Vegas is your best bet. Lots of clubs, girls (even some you DON'T have to pay), booze, all within walking distance. And some great outdoor stuff is available too if you are into that. There is a race track where you can drive Nascar style, helicopter tours, skydiving, all sorts of active shit. Or you can just drink your ass off in strip clubs and nightclubs. Be sure to bring clothes that aren't just tshirts and jeans or most of those clubs won't let you in.

The other nice thing about vegas is its only a couple hours away from LA if you decide to check it out. Nor is it too bad a trip to run down to San Diego for some beach fun.

Cabo is a nice suggestion.

I had thought that the Hedonism resorts were for couples only but I was wrong on that! If you can afford that it may be an experience not ever forgotten!

There are 5 different locations including Jamaica, the Bahamas, and Brazil.

My wife and I spent 9 days in Vegas while we were on R&R. We saw a title fight and George Carlin. There is a lot to do and we had a good time.

I would make sure he has a day or two to unwind before going anywhere. He is going to fly from Iraq to Kuwait, then Germany, to Atlanta, and then to Columbus. We were pretty tired and spent a couple of days at my wife's parents in Oregon before going to Vegas. After all that flying, I don't think I would have wanted to fly to Europe.

Also, I wouldn't purchase tickets or make reservations for the day he is supposed to come back or even a day or two after. You never know what will happen. Flights get cancelled quite often leaving Iraq. On our flight leaving Kuwait, they couldn't get the landing gear up and we had to wait a day for another flight. He'll have a full fifteen days (leave won't start until day after landing in U.S. and ends day before flying out) so you'll have plenty of time to party.
