I've seen college teams do both, and wondered why we didn't kick from the tee against Arkansas rather than the punt.

kicking team decides. Some teams feel with the punt they can lessen the chance of a return...

Kicking team gets the choice. Tressel always punts for the hangtime, because if you kick you kick it from further back...more danger of a returnable line drive.

But if you have a kicker with a hell of a leg, you usually take it off the tee.
