Are Federer and Woods the Greatest?

I was watching the US Open Finals with Federer playing and Tiger sitting in the stands and this came to mind. Are these two guys the greatest players ever at their sports?

I think right now they are the most dominant in their respective sports (kind of like Shaq was in basketball a few years back...but not greatest ever). But not the greatest yet; they do have long careers ahead of them to nail down that spot.
