Bengals had that go against them last week, WR just got completed jacked into out of bounds, caught ball for TD, but WR was called for illegal touching

in college aren't you allowed to come back in bounds if you were forced out?

I honestly can't remember for sure, but I feel like you should be able to come back in as long as you're attempting to stay in. Kind of like on punts.

The reason that wasn't a penalty is because the QB was out of the pocket. If he's in the pocket, it's illegal contact on the defense.

Ginn didn't touch it.

The Holding penalty makes even less sense. If it's on the receiving team pre-kick, it's a first down for NE. If it's post-possession, it's ten yards from the end of the kick (which is where it was touched by NE). Replaying 4th down isn't a potential possible outcome there.
