Already realizing the answer is money (for FIFA and its members), I continue to wonder if China was major proponents for expanding the World Cup.

I generally dislike the expansion of anything in terms of allowing more clubs or teams (like the EURO or the World Cup). But China was continually going to have a tough time qualifying at the current team number. Same with some Middle Eastern countries.

But FIFA members want more money.
